Dan is a water and wastewater professional with over 40 years of experience planning, designing, financing and operating public systems providing drinking water, recycled water and wastewater services.

As your Director, he pledges to bring his experience in the water industry to ensure that Irvine Ranch Water District continues to be resilient, accountable, and reliable for all of us well into the future.

Accomplishments

As the CEO of Santa Margarita Water District, Dan was responsible for:

  • Serving water to over 200,000 residents from Mission Viejo to San Clemente.
  • Designing, constructing, and financing water and wastewater infrastructure for new and existing communities.
  • Establishing annual $90 million operating budgets with a team of 175 employees.
  • Regularly interfacing with customers and with local, state, and federal officials on major legislation and regulations.
  • Providing 9 billion gallons of domestic water and 2.7 billion gallons of recycled water annually to customers.
  • Managing operation of three wastewater treatment plants treating 9 million gallons per day along with coordinating regional treatment of wastewater at four additional treatment plants.
  • Managing a reverse osmosis water treatment plant for production of drinking water from an impaired groundwater supply.
  • Building Upper Chiquita Reservoir and dam to provide all of South Orange County with emergency drinking water.
  • Building Trampas Reservoir, which holds 1.2 billion gallons of recycled water to ensure 100% recycling of wastewater to reuse the water efficiently.
  • Developing strategic goals for water supply and wastewater treatment to develop resiliency for the District to meet public health and fire flow requirements.

Community Involvement

Dan is a founding member of the Community Water System Alliance, a non-profit group built around the concept that water is a fundamental right and larger water agencies can help smaller disadvantaged communities.

Dan and his wife, Jan, actively volunteer. Dan was a long-time AYSO soccer coach for both boys and girls teams. That was a great experience working with young people learning how to be a team and how to be life-long fitness fans. Dan and Jan were also founding members of the Vista Verde Foundation, a non-profit formed to help the school fund projects. Dan was its first President and helped raise tens of thousands of dollars in the first years. Both were also active volunteers in the athletic and music departments at Woodbridge High School.

Life in Irvine

As a family, they enjoy the region and the facilities in Irvine, Tustin, and the surrounding areas. As an active community member, Dan understands the importance of clean, plentiful water supplies and well-run wastewater facilities to ensure our health and safety.
